What is the Blog Way Author Profile widget used for? Can I use it to display an author photo? It sounds like I should be setting up an Author Page and the widget picks that up, but setting up a page called “Author Page” didn’t do it. If this is not what the Author Profile widget is for, how else can I display an author photo in the sidebar?

Blog Way Author Profile widget is to display author bio. You can create a page for it and assign it in sidebar. Please check this screenshot to be more clear:

After that please go to Appearance >> Widgets, drag and drop Blog Way: Author Profile widget to sidebar and assign recently created page like this:
