Hi,
Is there an option to change the “add to basket” option and make it so it is view product instead? I can’t see this option in settings.

You can use plugin for it.
One of the plugin suggested by WooCommerce is https://wordpress.org/plugins/wc-custom-add-to-cart-labels/
Please try it or find other appropriate plugins for you.

There is no option to change Add to Cart link to view product detail link.
However, theme comes with option to go product detail page. You can click on eye icon as shown here http://nimb.ws/Fgu0h5 to go product detail page.
